REGULATION ON STATISTICAL COUNCIL
Statistical Council Regulation
Purpose, Basis and Definitions
ARTICLE 1 - (1) The purpose of this regulation is to regulate the principles and procedures for the work of the Council of Statistics.
ARTICLE 2 - (1) This Regulation Turkey Statistical Law No. 5429 dated 10.11.2005 is prepared on the basis of Article 20.
ARTICLE 3 - (1) of this Regulation refers to;
a) President: President of the Statistical Council,
b) Working groups: The Official Statistics Program (OSP) working groups
c) The Council: Statistical Council,
d) Institution: Turkish Statistical Institute,
e) Institutions and Organizations: the Prime Minister and the ministries and their affiliated, related and affiliated organizations, local authorities and their dependent and related organizations with unity and companies, The Central Bank of the Republic of Turkey, Istanbul Stock Exchange and including universities, institutes that are legal entities, enterprises, organizations, unities, revolving funds, funds and other institutions established in other names and organizations, professional organizations in the status of public institution,
f) Program: Official Statistics Program,
g) Members: Statistical Council members,
Establishment and Duties of the Council
Bodies of the Council
ARTICLE 4 - (1) The Council consists of; Ministry Undersecretaries, Secretary of the Treasury, Chairman of the Social Security Institution, Head of the Revenue Administration, Chairman of Turks Abroad and Related Communities, Chairman of State Personnel Presidency, Chairman of the Central Bank of the Republic of Turkey, President of the Journalists Association of Turkey, Chairman of the Council Tax, Turkish Union of Chambers of Certified Public Accountants and Certified Public Accountants President, Chairman of the Board of Directors of Union of Chambers and Commodity Exchanges of Turkey, three faculty members elected from among those employed in the different branches of the main science by the Higher Education Council, President of civil society organization with maximum number of members who are members of a private law legal entities or real people carrying out research activities including statistical results, The head of a non-governmental organization with a maximum of teaching staff and operating in the field of Statistics.
(2) Turkey Statistical Institute President and Vice-Presidents, are natural members of the Council.
(3) Turkey Statistical Institute President is also the Chairman the Council.
(4) If the members of the Council are not able to attend the meetings, they will assign their Assistant Secretary / Assistant Chairman in replace.
(5) if required by the agenda of the Council, other institutions and organizations, together with representatives of non-governmental organizations and institution authorities can be called to the meetings of the Council without the right to vote.
Procedure for Determining the representatives of Non-Governmental Organizations
ARTICLE 5 - (1) Non-governmental organizations operating in the field of statistics, wishing to be represented by the Council will notify the Institute in writing in November on the number of members that have the required qualifications, the each year, as of the first day of the month of November.
The organizations which are detected having the highest number of members among the applications made to the Institute shall be determined by the Institute during the first week of December, and the results will be announced on the website. If not appealed to the results within seven days from the announcement, the president of the civil society organization that fulfills the requirement of having the highest number of members will be announced as member. In the case of appeal, evaluation will be done within fifteen days by the Institute and after decision is finalized, the results will be published on the web site of the Institute. In the absence of new applicants, the head of the organization of the previous year will continue to identify as the member.
Duties and Authorities of the Council
ARTICLE 6 - (1) The Council, by identifying the needs of official statistics is responsible for evaluating and giving suggestions and their opinions on the following topics:
a) Evaluation of the problems encountered in the production of official statistics,
b) Determination of institutions and organizations responsible for the work defined in the program,
c) Preparation of the program,
d) The implementation of the program, the evaluation reports for previous periods.
Duties and Authorities of the President
ARTICLE 7 - (1) The duties and authorities of the President are as follows:
a) To preside at meetings of the Council.
b) To determine the date and place of meeting of the Council, to prepare the draft agenda of the meeting and to invite members.
c) To include in the agenda of the Council the report, notifications and proposals submitted to the Institute.
d) To coordinate the activities of the working groups.
d) To represent the Council on the activities of the Council and inform the public of meetings and interviews.
Working Principles and Procedures of the Council
ARTICLE 8 - (1) The Council normally meets in March each year at the invitation of the President. Extraordinary meetings may be held upon the call of the President.
(2) The invitation to an ordinary and extraordinary meeting will be sent to members in writing at least one month before the date of the meeting together with the draft agenda.
(3) The Council meets by simple majority and takes decisions by an absolute majority. The decisions taken are determined by Minutes of the meeting and the minutes shall be signed by the members attending the meeting. Members, not agreeing with the decision shall state their reasons as a report.
(4) The Council may establish working groups composed of experts in areas deemed necessary.
(5) Working groups present their reports prepared at the end of their studies, to the President, for evaluation at the Council.
ARTICLE 9 - (1) The draft agenda of the meeting of the Council shall be prepared by the President and confirmed by the Council at the beginning of the meeting.
ARTICLE 10 - (1) The Council secretariat services are carried out by the Presidency of Institute.
Duties of the Secretariat
ARTICLE 11 - (1) The Secretariat's tasks are:
a) Preparing a draft of the program.
b) Preparing annual monitoring reports of the evaluation of the program activities.
c) Making preliminary preparations that will be the basis for the work of the Council.
d) Informing the members of the Council on Council meeting dates, location and agenda and maintain contact with relevant institutions.
e) Ensuring the necessary coordination at the organization of meetings of the Council and working groups and make the spatial arrangements.
f) Following the agenda of the Council and working groups, to carry out the activities of archiving, taking notes of the Council, writing the minutes, filing together with doing paper input and output operations and submitting the decisions taken to the relevant institutions and organizations.
g) Performing other duties related to the work of the working groups of the Council.
Notification of decisions
ARTICLE 12 - (1) Council decisions will be voiced to members and the relevant institutions and organizations by the Institute within thirty days following the meeting.
ARTICLE 13 - (1) Members are obliged to comply with confidentiality provisions of Turkish Statistical Law No. 5429 about all confidential information they obtained during the Council on the activities.
ARTICLE 14 - (1) costs related to the work of the Council will be met from the allowances that will be put from Institute's budget.
ARTICLE 15 - (1) This Regulation shall enter into force on the date of publication.
ARTICLE 16 - (1) This Regulation shall be executed by the Council of Ministers.
