1.1.1. The National Address Registry System


1. Coverage

With the Address Registry System (ARS), which is established in accordance with Law No 5490, it is foreseen to keep the place of residence and other address of Turkish citizens and foreigners who have residence permit for at least ninety days or legal rights to stay in Turkey in a centrally structured electronic environment. 

2. Current Status

Within the scope of this Law, a national address database is established as a result of the numbering and putting up signboard studies conducted by municipalities and special provincial administrations country-wide. In 2006, a field study is carried out by TurkStat in order to match the Turkish Republic personal identification numbers with persons’ usual resident address information. This data is handed over to The General Directorate of Civil Registration and Nationality under Ministry of Interior in 2007 and since then, up to date address data has been started to be kept in electronic environment.

National Address Database (NAD) which is one of the most important elements of ARS, is updated by municipalities, special province administrations, organized industrial zones and free zones. Construction forms (building licenses, occupancy permits and burned/demolished buildings form) which constitute the base for address information are prepared by related administrations via ARS.

ARS is structured to store data that allows keeping the tracks of changes of address components for a given period. This version facilitates the coordination of related administrations for operations on administrative and local component changes.

According to the Article 19 of Turkish Civil Law which keynotes the “unity of residence”, there is only one residential address of a person in ARS which is matched with his/her Turkish Republic personal identification number. Each registered residential address in the system is used for all official processes unless a new residential address is declared.

In this context, the information related to address is shared with state institutions and organizations, the Banks operating in the context of Law No 5411, the insurance and pension companies operating in the context of the Insurance Law No. 5684 and Assurance Account through the "Identity Information Sharing System" (IISS). Besides, in accordance with 2008/8 Prime Minister’s Notice, it is foreseen that state institutions and organizations shall obtain the place of residence and other address information from IISS in all official processes. It is also projected that state institutions and organizations shall use the information on the place of residence and other address directly from The Identity Information Sharing System (IISS) without requesting the certificate of residential place and other address information or the certificate of identity register copy from District Civil Registration Offices or citizens for their operations.

The act of sharing address information with the institutions will facilitate the works of institutions that serve in different fields, especially in security, economy, health and education and make people’s lives easier.

In accordance with the Article 68 of aforementioned Law No 5490, it is prescribed to impose an administrative fine in case of not declaring address change in certain period of time or misstatement.

3. Future Activities

Studies on “Spatial Address Registration System (SARS)” and "Online Real Estate and Construction Permits Project" began in 2012. It is aimed to upgrade the system with spatial data as adding coordinate information to addresses which are kept in text format in IISS; to establish an integrated infrastructure for more effective usage of address information by other public institutions and organizations; to move the process of building licenses’ preparation into the electronic environment; to allow electronic data and document sharing between related authorities, Ministry of Environment and Urbanization (General Directorate of Land Registry Cadastre, General Directorate of Vocational Services) and other institutions. Works on spreading SARS across the country are going on.

As of October 2018, SARS entered into force in the provinces and districts: Istanbul province Avcılar and Beylikdüzü districts, Erzurum province Palandöken, Aziziye and Yakutiye districts, Düzce province central district, Afyonkarahisar, Elazig, Gaziantep, Kocaeli, Yalova, Karaman, Isparta, Burdur, Bilecik, Bilecik , Usak, Kirklareli, Edirne, Karabuk, Bartin, Bayburt serves in real environment. As a result of office and field studies to be carried out within a certain time schedule for other provinces, geographical address data will be produced and the integration of the authorized administrations into the SARS will be ensured
